San Francisco - UPEC 792 represents federal employees at the Presidio Trust of San Francisco. In recent months, the Union has engaged in discussions with Presidio Trust Management to allow employees to work a flexible work schedule.
Though the Collective Bargaining Agreement calls for allowing employees to work flexible work schedules, and the practice is encouraged by federal policy, Presidio Trust Management has traditionally not been receptive to the idea of allowing employees to work flexible work schedules. The Trust has not granted any new employees a flexible work schedule in many years, with several requests being denied on the grounds that it would cause unforeseen operational hardships.
Armed with a full understanding of the Union contract as well as the Federal Employees Flexible and Compressed Work Schedules Act, the Union was recently able to persuade the Trust to agree to the first new flexible work schedule arrangement in years. The Trust recently approved the request of two UPEC members to work a 4-10 schedule.
This is a major win for UPEC and its membership at the Presidio Trust of San Francisco, as the Trust Management was unlikely to agree to grant a flexible work schedule without the Union's insistence upon it.
Contrary to the assertions of Presidio Trust Management officials, research has consistently shown that allowing employees to work a flexible work schedules increases their productivity rather than diminishes it. Additionally, research has shown that allowing a flexible work schedule decreases rates of absenteeism, reduces turnover, and leads to generally increased levels of job satisfaction for employees.
UPEC represents Federal Employees at the Presidio of San Francisco, Golden Gate National Recreation Area, and the Golden Gate National Cemetery. We are proud to fight for the rights of our membership at these three beautiful locations and will continue to do so. This recent win demonstrates the value of a Union for federal sector employees. We hope that this will pave the way for more Presidio employees to see their requests for a flexible work schedule granted.
