San Francisco, CA - LiUNA 792 Union Members at the Presidio Trust have been attempting to get Presidio Trust Management to honor and implement a duly ratified tentative agreement for a new contract and compensation system for over two years!
Despite full a unanimous ratification by the Union members and unanimous approval by the Presidio Trust Board of Directors in January, 2020, Management at the Trust has simply refused to honor and implement the agreement that we negotiated with them.
The agreement would have guaranteed cost of living adjustments equal or greater to what federal workers in the SF Bay Area receive and also would have locked in benefits. Additionally, the agreement provided for an assessment process for all bargaining unit employees to move up in their payscale at an accelerated rate if they were able to demonstrate superior skills within their position. Finally, the agreement would have preserved a "just cause" standard for discipline and termination, including the ability to have appeals heard by a neutral arbitrator who has the authority to issue a final and binding decision.
Now, two years later, Management has backed away from all of these elements, and has unilaterally implemented their own version of a pay plan, while continuing to refuse to negotiate over pay and benefits with the Union. Management is even refusing to process grievances and termination appeals to arbitration.
Trust Management is even saying that in the future, there will be no more cost of living adjustments for employees. Only one time cash bonuses based on the overall financial performance of the organization. Management is also saying that all employees are "at-will", meaning they can be fired for any reason or no reason at all without appeal rights. This is completely unacceptable!
The Union has filed numerous unfair labor practices with the Federal Labor Relation Authority over the Trust's bad faith negotiations, their refusal to honor the agreement, their refusal to share information with the Union, and their refusal to process grievances.
It is vitally important to show the Trust Management and Board of Directors that their actions are unacceptable, and that they should honor the agreement they negotiated with the Union in 2020.
